Policy design on green development of China's coal regions based on policy network theory

Abstract
The development mode of the coal regions has not only wasted the resources,but also caused serious damage to the ecological environment of the regions.The green development is the inevitable choice for China's coal regions.Considering that the coal regions reform involves numerous stakeholders and taking the policy network theory as a guide,the paper analyzes the stakeholders and their interactions through the construction of stakeholder policy network structure diagram,and draws the interests of stakeholders and policy recommendations.The research suggests that the common goals of the three main stakeholders(the government,the coal mining enterprises and the residents in the mining areas) are the maximization of economic growth,the minimization of environmental pollution,and the sustainable utilization of resources.The green development in the coal regions should be combined with the coordinated development of the resources,environment and economy.
