THE EXISTENCE NECESSITY OF SMALL-COAL MINES IN OUR COUNTRY AT PRESENT STAGE AND ITS REFORM STRATEGY

Small-coal mines have both the positive and negative effect on economy,society and the environment.Considering from the fundamental reality of our country,it's necessary that a certain quantity of small-coal mines should exist in our country at present stage and in future times.In view of the disadvantages exist in the small-coal mines nowadays,we must carry on the reform and promote them unceasingly.Based on the appraisal of the small-coal mines closure policy of our country since 1998,we propose a suggestion which will conduct the reform of small-coal mines depending on the mineral right market gradually,and eventually realize the intensive and scale management of small-coal mines in our country small-coal mine.
