Research results:By selecting a scientific way of mining land use and government regulation of mining area of market access; define the mining relationship to guard the private rights of land use; constraints on the behavior of mining enterprise to fix mining development and the performance of the contract befulfilled by deposit guarantee system; set by concession, the government restricted the market entry behavior to prevent the negative economy of mining enterprise occur. Comprehensive use of these areas and overall system of setting is to protect the effective control of source of mining land. Research conclusion:Prevention and comprehensive treatment of principle should be upheld.
