Research into the encouragement mechanism for geological survey talents based on the management by objective

Talents encouragement is the most crucial part for deepening the revolution of talents development system and mechanism as well as policy innovation so as to provide effective talent support.This paper clarifies talents encouragement policy evolution in public institutions,analyzes features of geological survey talents,points out new establishment idea of talent team and summarizes lessons learned in geological survey talents encouragement.According to the standard of SMART principle,forming the integrated encouragement mechanism model of geological survey talents which obey the idea as "objective setting → position matching → performance assessment → encouragement".The author also analyzes hierarchy of needs for geological talents in current status,proposes the path for talents encouragement mechanism:investigation on the multiple encouragement mechanism based on the features and needs for talents;highlight on reward performance pay.
