Study on the reason and policy of the mine accidents: based on the production safety responsibility of local government

Recent years,the mine accidents is one of the most important concerned issues.Under the perspective of the safe production responsibility for local government,this paper analyzes why mine accidents occur all times through case studies and logical analysis.This study finds that the absent regulation of local government,the out of order management in regulatory body and inadequate investment in safety are contributing to the mine accidents.In order to solve this problem,the Government should change its functions,build regulatory government,constrain the competition in local governments and ensure the supply of public goods such as coal mines shelters normal.
